Shops give income a place in your city plan
Shops belong to the economic side of the settlement. If your immediate goal is earning money, they deserve attention before a purchase made only to enlarge the city's footprint. A factory has a production role; a shop has an income role. Those are different reasons to invest, even when both buildings belong in a developed country.
Think of a shop project as part of the city you are financing. Reserve its construction space and retain enough money to finish the rest of your planned work. Do not assume that placing a single building will finance every future purchase immediately.
Separate money from the country's other needs
The game also asks you to manage workers, population, resources, happiness, power, research, production and expansion. A larger balance is helpful, but it does not make those other decisions disappear. Spending everything on one economic ambition leaves fewer options for the rest of your country.

My preference is to keep a reserve while a project is unfinished. The reserve is an editorial budget habit, not a fixed percentage or a game requirement. Its purpose is to keep a second useful purchase possible when the first project reveals what you need next.
Choose between growth and military preparation
Build and Conquer connects a strong economy to warfare, but buying military equipment and developing income are separate goals. Decide whether your next session is about the home country or a mainland objective. That choice gives your budget a direction.
If you are still establishing the settlement, focus on a coherent city and its economy. If you are preparing a campaign, decide what research or equipment belongs to that objective before spending. A balance divided across unrelated plans can leave you with a little of everything and no finished project.
