Agree on the purpose of cooperation

The game includes forming alliances, defending cities and fighting other nations for strategic areas. Those are different commitments. My recommendation is to make the alliance's purpose explicit before allowing it to determine your next military ambition.

A defensive purpose keeps the existing city central. An outward purpose concerns a deliberate strategic-area objective. Pick the one that fits your country rather than treating cooperation as a reason to join every possible conflict.

Give each country a manageable commitment

A country still has research, manufacturing, economic construction and city management to organize. Keep the shared plan narrow enough that those home-country tasks remain possible. A useful alliance goal should clarify your next session rather than replace it with several unrelated wars.

My preference is to preserve room for home-country management between outward ambitions. A strong economy supports warfare, while military preparation protects the country you developed. Cooperation should serve that relationship rather than consume all the attention behind it.
