Put the city first, preserve the economy behind military preparation, and make diplomacy serve the same defensive objective.
Defending cities in Build and Conquer means giving the military a purpose that protects the country you have built. Keep the economy and home-city management in the defense plan instead of committing every resource to an outward campaign. A defensive session should begin with what you want to preserve.

Put the city at the center of the objective
The game connects economy and military strength: the economy supports warfare, while the military protects what you built. My defensive priority would therefore be the home country before a new territorial ambition.
Choose the city work that deserves protection and keep the military plan tied to it. A defensive objective and a fight for another strategic area are different uses of your attention. Do not let an attractive outward conflict automatically replace the reason you prepared the force.
Preserve the economy behind military preparation
Money, workers, resources, power and production still belong to the country during a conflict. Keep them in the same plan as equipment preparation so defense does not become a reason to abandon the settlement that makes the military possible.

These are editorial priorities, rather than a promise that one army arrangement makes a city invulnerable. A practical defense plan preserves the country while keeping the military commitment understandable.
Make diplomacy serve the same goal
Alliances are part of Build and Conquer's country loop. If you pursue one, think about whether the shared objective fits the city-defense plan. An alliance is useful as a strategic commitment when both sides have a reason to work toward the same goal.
My recommendation is to keep the first defensive commitment narrow: the home country and the force preparation that belongs to protecting it. Expansion can follow once it no longer competes with that immediate purpose.
For the force side, read the troops guide. For equipment preparation, use vehicle manufacturing. A good defensive plan does not try to answer every conflict at once; it explains what the country needs to preserve and which military work serves that need.
