Keep unlock progress separate from country preparation
The broader game includes research and manufacturing vehicles and missiles. Completing a combat objective and preparing the country for equipment production are related ambitions, but they deserve separate attention in the session plan.
My recommendation is to finish one missile objective before opening several more military plans. Retain money and attention for the home country instead of allowing progression to consume every construction and management decision.
