A useful Build and Conquer military strategy starts with a country objective: protect your city, work with an ally, or contest a strategic area. Prepare the economy and equipment around that objective instead of treating a larger military as a goal by itself.

Choose what the campaign should accomplish

Turn the objective into a limited preparation plan
